Coover & Barr, LLC is strategically located along
the Baltimore/Washington corridor in the heart of the
Mid-Atlantic region. Our practice areas include

Experience
John R. Barr has spent the past 35 years establishing his
practice in administrative law, business law, real estate, land use and development law. During those
years, John has established a network of unique and valuable
contacts with key government and industry decision makers,
enabling him to work efficiently behind the scenes, advancing
the interests of his clients.
Fred L. Coover,
known to all as “Chip,” has spent over 20 years building a
highly respected practice with an emphasis in real estate and
construction law; business law and litigation; local land use
and zoning law; divorce and custody law, and general civil
litigation before all courts throughout the central Maryland
region.
